    HMRC concedes on OpRA mismatch.. HMRC has realised that it has no legal footing to allow employers to payroll benefits provided by optional remuneration arrangements (OpRA, salary sacrifice) from April 2017 now that OpRA benefits have a new cash equivalent value.
