Can we set minimum standards of expected conduct when on company business?

Yes, and if you don't lay down clear standards of acceptable conduct you risk claims of harassment or discrimination. This is because you're responsible for the acts of your employees when they're on company business, including events that take place outside office hours and away from your premises. Therefore, you can have a policy that lays down expected standards of conduct for employees at work events, client functions and other work-related social events, e.g. conferences and staff leaving drinks. Include a wide variety of events and examples of acceptable and inappropriate conduct, so staff are clear on what's required of them. Tip. Include in your policy the disciplinary sanctions for any breaches of your staff conduct rules.
